I've a sore head.am I right thinking they were like the cb750 and had to have power going to the alternator in order to charge ?

Emm. Running in steadily is also for safety, ie if there is a dodgy bearing/ring/shaft/valve or whatever it'll show up without catapulting the rider off the bike . In my experience a faster run in...

Sounds a bit like the pressure is not equalizing in the carbs and the slides cant lift . Check all hoses for airbox and carbs are in place and not blocked

Sounds like an air leak to me .
Are inlet manifolds ok ?
Have you tried swap emulsion tubes/jets/needles/Air screws over to see if problem shifts too.is the oring on air screw ok?

If pads were changed and the fluid lwvel not checked there could be too much fluid in the resovoir which would make tge pads have constant pressure
