make sure it IS 1960's is the first thing, lots of retro copies out there, look like the real thing but aren't apparently.

Coming from India - there may also be VAT payable on import, at 23% of invoice price.

Personally i wouldnt, unless you know the seller and are completely sure the scooter is perfect. I've been to India a few times, latest being last feb and all the classic scoots i seen were fairly shot. Its big business over there making classic Vespa's and Lambretta's look good for export when in fact they've been rode into the ground.
If you want to PM me pic's of the scoot, particularly the back between the back light and saddle i will give you my honest opinion.
I imported a 1963 lambretta from spain a few years ago with no log book and had no problem registering it with a dating cert from the Lambretta Club of Ireland. I think you should have a look at some of the spanish vespa (motovespa) 150's and 160's from the 60's for sale in spain as theyre good value and solid. Imo.

A warning for anyone thinking about buying a scooter from India/Vietnam.

"After a couple of weeks the owner decided to have the Vespa re-sprayed in new colours to suit his business. The scooter was completely dismantled and the frame was taken to the Motorcycle Paint Clinic for a complete restoration of the whole body.

When the frame came back from the sandblasters we discovered that the body had been built by welding together pieces from 5 different Vespas.*** Here are the pictures of our new discovery"
