It could be the ignitor sticks, depends on what you're riding and it's age.

Yeah, start with the basics. But do check the plug leads and the plug caps carefully for signs of tracking. There could be an ignition break down to one cylinder that only really becomes noticeable at lower revs.

If the bike is fuel injected then a throttle position sensor in need of calibration or poorly balanced throttle bodies can have the same effect on low engine speed manners.

It could be something as simple as the throttle bodies need balancing.

My k3 750 had a very similar problem. One of the ignition coil sticks was loose fitting onto the plug. I looked for a second hand one but tried prying out the two clips that latch onto the plug and it worked. Problem went away completely. Mine was only really noticable coming to a stop and taking off again slowly .if you were pushing her on it wasn't noticable but was surely missing

Also check the exhuast valve in the link pipe, they are prone to sticking and a common problem on the k3/4 gsxr1000 tac weld it fully open

I'd check the TPS and throttle body balance as a first port of call myself as well. You can look at your ignition hardware if that doesn't sort it out.
