can any bike be made learner legal

Hi All

My question is can any bike be made learner legal with restrictors. For example if I were to buy a Suzuki sv 650 could I get it restricted so it would be legal to drive it on a first provisional.

If ye do get a SV650 I know someone that has a restricted ECU for one, think it came from a 2005 model

It was jsut an exmple dayo_dd but I like the look of them along with so many other bikes. At the moment I'm like a kid in a sweet shop.
