Hey all, quick question about my honda X8Rs.

I noticed recently it doesn't matter if I'm going uphill or downhill, it physically won't go faster than 50km/hr. It's a 49cc, and I was told when I bought it that it wasn't restricted. (I'm on my provisional, and I know I can't take my test on it anyway cos it's not big enough). I know that bikes can be power restricted, and this might be a really stupid question, but can they be speed restriced too? Is this something I can get ''tuned-out''?

Thanks.
